On 18 September 2025, EFSI Secretariat joined Fédésap in Paris for their annual congress. In an unstable political context in France, the congress brought together employer organisations, social partners, and sector advocates to deliberate on key challenges and future directions for the domestic care sector in France and Europe.

The congress featured multiple plenary sessions, sector panels, and workshops on key themes in
the personal and household services (PHS) sector, including regulation, employer support, formalisation, training, social dialogue, and innovation.

Highlights & strategic moments:

• Employer capacity: Several sessions explored how PHS employers can build organisational strength and engage more effectively in collective and institutional settings.
• Social dialogue expansion: The congress emphasised expanding social partnership in the PHS sector, encouraging employer and union collaboration at national and regional levels.
• Platform work & digitalisation: Workshops discussed the challenges and opportunities of digital platforms in home care, stressing the need for regulatory frameworks to protect workers and prevent precarity.
• Policy alignment: Participants reflected on aligning French regulatory initiatives with broader European trends—such as the European Care Strategy and cross-border mobility—with a view to promote coherence and mutual learning.

The event also featured networking sessions, partner exhibitions, and bilateral meetings,
reinforcing linkages between French and European PHS actors. Organisers expressed optimism that the discussions and relationships forged will lead to stronger sector institutions and more effective advocacy in the coming years.
