Our work in Advocacy
At EFSI, we believe that a strong Personal and Household Services (PHS) sector is essential to Europe’s social well-being, economic resilience, and gender equality. Through our advocacy work, we strive to ensure that the voice of the PHS sector is heard and valued at the highest levels of European decision-making.
Our mission is to foster positive and lasting change in employment, social, and fiscal policies that affect PHS. We work to match the sector’s realities and needs with the most effective EU policy mechanisms, promoting recognition, support, and professionalisation across Europe.
EFSI’s advocacy activities take many forms
We continuously monitor EU policy developments that impact the PHS sector, from labour market, care strategies, to tax and social inclusion measures. Our members receive regular updates and analysis, enabling them to stay informed and engage in the European policy conversation.
We make advocacy a collaborative effort
EFSI leads contributions to position papers, consultation responses, political reports, and direct meetings with policymakers, as well as the creation of informative resources on sector development. However, members are kept directly involved in such advocacy actions through the policy working group and regular exchanges. This participatory approach ensures that EFSI’s voice truly reflects the reality on the ground and expertise of the sector.
Representing our members at the European level, EFSI maintains an open and constructive dialogue with EU institutions, including the European Parliament, the European Commission, and the Council, as well as agencies and EU NGOs. Through this dialogue, we highlight the value of PHS to support our ageing population, contribute to formal employment creation, integration of migrant workers, work-life balance, gender equality, and economic growth.

We build alliances beyond the sector
By engaging with trade unions, NGOs, and research institutions, EFSI contributes to broader discussions and events on the future of the sector, challenges, and opportunities.
Working towards making PHS a policy priority
Ultimately, our advocacy aims to make PHS a policy priority, recognised not only for its economic contribution, but especially for its vital role in supporting people’s daily lives, especially the most vulnerable ones, across Europe.
Through evidence-based policy work, active member participation, and direct engagement with EU decision-makers, EFSI ensures that the PHS sector’s needs are understood, represented, and transformed into real policy action.
