The BUILD project aims to strengthen social dialogue and collective bargaining in labour-intensive sectors by building the organisational capacity of both employers and trade unions, with a focus on countries where industrial relations are weak or fragmented. Targeting the personal services, social care, personal and household services and private security sectors, the project addresses persistent challenges such as low representation, limited coordination, and labour and skills shortages.

Through a combination of national-level capacity-building events, the establishment of sectoral observatories, and transnational exchanges, BUILD will foster cooperation, improve mutual understanding, and promote sustainable structures for dialogue. The project embeds dissemination throughout all activities, including multilingual toolkits, translated statements, videos and digital outreach campaigns to ensure wide visibility and accessibility of results. By adapting and scaling proven models such as sectoral observatories, the project supports the implementation of the European Pillar of Social Rights and contributes to key EU priorities, including the promotion of quality jobs, fair transitions, and inclusive labour markets. BUILD’s long-term ambition is to institutionalise sectoral dialogue mechanisms that continue beyond the life of the project, offering a practical and scalable contribution to revitalising social dialogue across Europe.
