On 19 January, the MobileCare consortium organised an International Online Conference to present the results of the work carried out since 2024. The event followed national and EU-level consultations, including the session organised and moderated by EFSI in Malaga, as well as the research and dialogue conducted throughout the project. It also prepared the consortium’s participation in the upcoming European Labour Mobility Congress in Warsaw, Poland, on 11 and 12 March 2026.
Over the past two years, project partners have worked together to develop both an implementation strategy and a set of policy recommendations aimed at improving the working conditions of functioning of intra-EU labour mobility in home-based care services, with a particular focus on live-in care. These two key deliverables were developed by VHBP, responsible for the Strategic Document, and ELMI, responsible for the Policy Recommendations, in collaboration with EFSI and a pool of experts.
A clear call for strong policy action
Following consultations and sustained dialogue within the consortium, a comprehensive set of policy recommendations was developed to address structural challenges affecting the home-based care sector across Europe.
The recommendations are structured around seven priority areas:
- Comprehensive Legalisation and Standardisation of Live-in Care Work in the EU
- Reducing Undeclared Employment in Care Services and Unfair Competition
- Transnational Coordination and Harmonisation of Regulations
- Ensuring Fair Employment Conditions and Social Security
- Professionalisation and Certification of Care Work
- Crisis-Resilient Care Systems
- Enhancing Access of Third Country Nationals to Labour Markets
Together, these priorities aim to set the basis for a range of measures that will support the development of a fair and sustainable home care services in the EU.

Strategically implementing sustainable live-in care mobility in Europe
The Strategic Document was developed through expert consultations using the Delphi Method to build consensus on complex policy issues. While broad agreement was reached on most aspects, certain sensitive topics, such as home inspections, remain subject to further discussion.
The strategy is built around three pillars:
- Legal Hiring Booster
- Rights and Risk Mitigation
- Dialogue and Governance
This three-fold approach provides a practical framework to support the implementation of the project’s policy recommendations across Member States. The document proposes a consensus-based and actionable roadmap to strengthen and formalise the live-in care sector in Europe.
