The Mobile project kicked off on 24 June 2025 during an online seminar. This project, running until March 2027, aims to address the pressing need for enhanced social dialogue to improve conditions for intra-EU labour mobility, specifically focusing on the growing importance of Third-Country Nationals (TCNs) in the EU Single Market.
The project includes partners from 8 EU countries: Poland, Belgium, Germany, Spain, the Netherlands, Italy, Malta, and Serbia. The multi-national approach supports the convergence of ideas and helps the consortium in having a broad view of the TCNs labour mobility landscape. Together with ECHO—European Confederation of care Home Organisations—and CEEMET—Council of European Employers of the Metal, Engineering and Technology-based Industry—EFSI will bring to the table its EU-level expertise and help shape the policy agenda of the Mobile Project.
The Mobile Project’s purpose is focused on overcoming the main challenges related to TCNs labour mobility in the EU. The challenges include the legal and administrative barriers, the economic barriers, the policy and institutional barriers, and the labour market segmentation.
Under the overarching theme of Facilitating Intra EU Labour Mobility of Third Country Nationals in the EU, the project’s objectives are threesome:
- To identify best practices and challenges in social dialogue, define the capacity-building needs of social partners, and pinpoint areas for improvement in facilitating efficient social dialogue on labour mobility within the EU for Third-Country Nationals (TCNs).
- To enhance EU labour mobility for TCNs by strengthening social partners organisations’ capacity for effective engagement in social dialogue and policymaking processes.
- To support the practical application of European social dialogue at the Eu level and raise awareness about social dialogue and intra-EU labour mobility.
The project’s goal is to influence the development and implementation of policies at the European level by actively engaging with EU-level social dialogue committees and involving stakeholders in policy discussions. Through its position as a representative EU-level organisation for the Personal and Household Services (PHS) sector, EFSI will bolster the project’s advocacy efforts. EFSI’s extensive network and expertise will be used to align sectoral needs with appropriate policy mechanisms to ensure the project’s outcomes reflect the real-world challenges faced by TCNs in the home-based care labour market.
