The Mobilecare Project Kick-off meeting took place on 1 July 2024. This project, which will be concluded by March 2026, aims to address the need for improved social dialogue and intra-EU labour mobility, specifically focusing on the home-based care sector.

The Mobilecare Project engages in various activities, such as conducting research to generate data on social dialogue in the home-based care sector, organizing national and European social dialogue consultations and workshops, developing policy recommendations, and implementing conferences to promote project outputs. The project aims to influence the development and implementation of policies at the European level by actively engaging with EU-level social dialogue committees and involving stakeholders in policy discussions. 

The project counts with the following partners: European Federation For Services To Individuals (EFSI), Belgium, Uni-Europa Association (UNI EUROPA), Belgium, Associazione Domina (DOMINA), Italy, Bundesverband Fur Hausliche Betreuung Und Pflege Ev (VHBP), Germany, Europejski Instytut Mobilnosci Pracy (ELMI), Poland, General Workers Union Trade Union (GWU), Malta, Coalition Sindical Independiente De Trabajadores De Madrid (CSITUP), Spain, Sindikat Zaposlenih U Zdravstvu I Socijalnoj Zastiti Srbije (SZZSZS), Serbia, Lietuvos Profesine Sajunga Solidarumas (Solidarumas), Lithuania. 

The project includes Four Working Packages: 

1& 2) The first part of the project lasts 7 months, and it will be research to produce a comparative document based on national reports. There will be expert group meetings to discuss the progress of the research, and in-depth interviews will be carried out. The summarized report is based on the findings from the national-level report titled “European Social Dialogue to Promote the Application of the Best Practices of EU-Intra Labour Mobility. ”

 3) The second part is meant to last 10 months, focusing on drafting the paper. There will be online consultations at the national level, and events will be organized to collect ideas and different perspectives from social partners, considering employers and employees. International consultations will be organized through an event in Spain, and meetings for workers and employers to provide an opportunity for sharing their perspectives mostly carried out with the support of Belgian partners, and there will be two online meetings. The social partners will organize consultations at the European level, while preparing the EU policy proposal and a strategic document titled “Social partners for effective EU intra mobility.”

4) The third part will be the last 5 months of the project, focused on disseminating the work’s outcomes. It will include the international Online Conference “Social Dialogue in the Context of Intra-EU Labor Mobility” and the European Labour Mobility Congress 2026, among other activities.
